I'm trying to work out if running an Atmega168 using an external 32kHz crystal required the 20pF capacitors on each side (on PCB - not breadboard). I find the datasheet ambiguous, it only states the capacitor values at higher frequencies. I know the use of the capacitors is to ensure it starts up reliably.

The datasheet for the crystal should be able to provide what they recommend for the capacitors. Most I've seen range around 15pF - 22pF.
